WORK OBJECTIVE:

This position is responsible for financial and administrative oversight in the performance and coordination of management activities, fiscal management, and procurements of goods and services within the Aviation Group. This position requires extensive knowledge of accounting and budgetary principles, governmental regulations, and corporate financial policies and procedures. This position is responsible for administrative and fiscal planning, and operational support to include formulating budgets, monitoring expenditures, procuring services, supervising support staff, and assisting in developing policy. Incumbent exercises considerable independence, sound judgment, and initiative in performance of job functions. Work is performed under supervision of the Director who reviews work for completeness, accuracy and compliance with established policies. Performance is reviewed through conferences, observations and goals achieved.

ESSENTIAL FUNCTIONS:

The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Directs and coordinates preparation of the annual operating and 5-year capital budgets for the Aviation Group. • Performs monthly financial close through coordination with headquarter accounting / finance staff. Summarizes and monitors financial results including investigation of variances or financial trends. • Prepares monthly Aviation Committee Reports for Board of Commissioners review, Board Resolutions, Requests for Proposals for goods and services, and internal and external financial reports / surveys. • Monitors and coordinates procurements of commodities or services in accordance with established guidelines, policies, and procedures. • Supervises and directs work of support staff. Establishes guidelines and procedures, monitors work progress and ensures coordination of activities with other staff members including operational functions within lost and found processing, security badge issuance, ground transportation licenses and fee collections, employee timecard summarization, badge security certifications, etc. • Coordinates leasing or financial issues with airline property management staff and third-party parking operator staff. • Develops, monitors, or assists with financial proposals including calculation of annual airline tariffs, preparation of labor contract costs summaries to assist in negotiations with labor unions, assistance with preparation of annual FAA capital expenditure summaries identifying grant requirements, monitoring of corporate accounting / financial reporting and treatment of restricted aviation funds, cost impact analysis of airline lease negotiations, etc. • Conducts administrative/management analysis, develops and provides tools to enhance departmental management operating efficiencies, and supports aviation management in achievement of goals and utilization of resources. • Reviews, approves, and submits Capital Projects • Perform additional duties and tasks as assigned.

KNOWLEDGE, SKILLS and ABILITIES:

Knowledge of generally accepted accounting principles, budget preparation and monitoring, and financial statement preparation. Knowledge of modern office management practices, procedures, and equipment. Substantial knowledge of financial systems, report writers, Microsoft Office and software packages. Ability to plan, direct and supervise personnel in a manner conducive to full performance and high morale. Ability to establish and maintain effective working relationships with other employees, departments, airline staff, parking operators, and the general public.

PHYSICAL REQUIREMENTS:

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

ENVIRONMENTAL REQUIREMENTS:

Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.

MINIMUM QUALIFICATIONS:

A Bachelor’s degree in Business Administration, Accounting, or Finance and five (5) years’ experience in progressive accounting / financial responsibilities including preparation of financial statements and formulating revenue and expenditure budgets, or an equivalent combination of relevant education, training and experience.
