WORK OBJECTIVE:

This is highly responsible position in the Police Department that requires the utmost integrity and confidentiality. Duties include the proper, legal acceptance of property items and evidentiary items from sworn personnel within the entire range of the Chain of Command and the maintenance of those property and evidentiary items in an organized manner and in accordance with New York State mandates. Property items include both found property, such as personal property, and currency, both U.S. and Foreign, and evidentiary items such as knives, ammunition, and firearms. This position necessarily requires the capability to properly handle firearms. At times, large amounts of currency will be received and must be properly processed. On a daily basis, the Property Clerk will interact with sworn personnel within the entire Chain of Command from the Chief of Police to officers, as well as civilian personnel. The Property Clerk must possess the skills to professionally, courteously, and respectfully interact with all personnel referenced above, as well as superior organizational skills. The Property Clerk will report directly to the Deputy Chief of Police or designee; tasks will be assigned orally and/or in writing. The work will be reviewed through the observation of the Property Room by the Deputy Chief of Police, as well as verbal and written reports by sworn personnel to the Deputy Chief of Police.

ESSENTIAL FUNCTIONS:

The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • The Proper and legal acceptance of both found property items and evidentiary items; proper scanning, cataloging, and maintenance of found property and evidentiary items, including personal property, firearms, knives, ammunition and currency. • Performs work with the utmost integrity and in a confidential manner. • Maintains all property items in an organized and secure manner under the supervision of the Deputy Chief of Police or designee. • Interacts with all Police Department personnel in a professional, courteous, and respectful manner. • Ability to mandate compliance with legal standards required for the receipt of personal property and evidentiary items, including firearms and currency prior to accepting such items for receipt into the Property Room. Fortitude to enforce the “Right of Refusal” under New York State Law and refuse the acceptance of evidentiary items not properly handled and/or labeled by sworn personnel seeking to admit such items into the Property Room. • Maintains a clean and orderly Property Room. • Maintains and properly handles firearms. • Performs additional duties and tasks as assigned.

KNOWLEDGE, SKILLS and ABILITIES:

Knowledge of business English, spelling, punctuation, arithmetic and grammar. Superior organizational and inventory skills. Ability to scan, receive, and maintain property and evidentiary items in a secure and organized manner in accordance with New York State mandates, including the fortitude to enforce the “Right of Refusal” for improperly labeled or handled evidentiary items. Possesses the skills to properly handle firearms. Ability to perform work in a confidential manner, with the utmost integrity. Possesses the skills to interact with both civilian and sworn personnel in a professional, respectful, and courteous manner. Ability to complete work in an independent manner in a fast-paced, multi-faceted environment. Possesses the skills to prepare reports under the direction of the Chief of Police or designee.

PHYSICAL REQUIREMENTS:

Tasks involve the ability to exert physical effort which will involve some lifting, carrying, pushing and/or pulling of objects and materials of medium weight (up to 30 pounds).

ENVIRONMENTAL REQUIREMENTS:

Work is performed in Secure Property Room with occasional exposure to disagreeable environmental factors.

MINIMUM QUALIFICATIONS:

An Associate’s degree in criminology or related field and five (5) years of experience performing skilled inventory work of a confidential nature or an equivalent combination of relevant experience and education. Some experience with audits and firearms preferred. Work experience within a law enforcement agency or security company preferred. Must pass a qualifying skills test in Basic Microsoft Word and Basic Math. Must pass a fingerprint based background investigation.
