WORK OBJECTIVE:

Perform administrative, technical, and supervisory work in planning, organizing, and directing the maintenance, repair and remodeling of buildings and facilities, including the establishment, and maintaining preventive maintenance programs. Position ensures the protection of the public, employees, and major capital investments by instituting and maintaining facility safety and environmental quality controls. The incumbent assigns and reviews the work of skilled, administrative, and other personnel within and outside the immediate work location. The incumbent is required to make decisions to ensure the efficient and effective operations, i.e., administer operations to include budget preparations, project budgets, etc. Work is performed under the general supervision of the Manager, Facilities and Property, but considerable independent judgment is exercised in carrying out daily operations.

ESSENTIAL FUNCTIONS:

The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Directs the activities of a group of skilled and semi-skilled trade workers in facility maintenance work, entailing general and specialized tasks in the construction, renovation, modification, installation, and repair of Authority buildings, apparatus, fixtures, and facilities. • Plans and designs work, estimates time, materials, and costs. • Establishes and implements work priorities; tracks trends; and reports maintenance and operations performance indicators monthly against goals. • Establishes and implements preventive maintenance program. • Procures and controls the use of supplies and equipment, maintains spare parts inventory. • Inspects work performed by subordinates to determine completeness, quality, and timeliness. • Manages overall administrative functions for facilities maintenance such as correspondence, complaints, and personnel matters. • Frequently communicates with airport senior management regarding projects and operational status. • Meets with building users to resolve problems. • Develops and provides current information regarding facilities maintenance projects. • Works with engineers, architects, consultants, and others to develop detailed specifications for equipment and systems to be used at the facilities prior to project approval and implementation. • Coordinates and approves work order resources to ensure proper completion of projects. • Maintains effective working relationships with airline representatives and Business Centers. • Initiate, monitor, and administer contracts for required outside services. • Develop and monitor the budget and facility related capital improvement project requests. • Monitors compliance with other general projects. • Administers union contracts, participate in union contract negotiations. • Develops and implements policies and procedures for staff as well as general site policies for tenant use. • Performs additional duties and tasks as assigned.

KNOWLEDGE, SKILLS and ABILITIES:

Thorough knowledge of the methods, techniques, tools, and materials used in building maintenance and repair pertaining to, but not limited to, building, mechanical, electrical, plumbing, air conditioning and other technical trades. Knowledge of codes and regulations pertaining to facilities. Ability to plan, schedule, assign, supervise, instruct, and inspect trades work in a variety of maintenance activities. Ability to read and work from plans and schematics, follow, and deliver oral and written instructions, keep accurate records, and prepare and submit accurate reports. Thorough knowledge of the occupational hazards associated with various trade work, pertinent safety precautions, and effective supervisory techniques. Thorough knowledge of and proficiency in computer software and PLC programming. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective and harmonious relations with associates, contractors, and other municipal employees. Good physical condition, manual dexterity, and no serious defects of vision, hearing, or limbs.

PHYSICAL REQUIREMENTS:

Tasks involve the intermittent performance of physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, or crouching, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).

ENVIRONMENTAL REQUIREMENTS:

Some tasks include working around moving parts, light to moderate weight motor equipment, and materials handling where physical risks are predictable and/or controllable by observance of standard safety precautions.

MINIMUM QUALIFICATIONS:

An Associate Degree in Mechanical or Electrical Engineering and a minimum of five (5) years of relevant work experience in facility maintenance, three (3) years in a supervisory capacity or a combination of education and experience. A Bachelors degree is preferred. Experience in a computerized maintenance management system. Must possess and maintain a valid NYS driver’s license. Must respond to call-ins, which may occur at any time of the day or night. Must be able to work any shift.
