WORK OBJECTIVE:

This is highly responsible administrative, technical, and supervisory position focused on planning, organizing, and directing maintenance, construction, and remodeling operations for NFTA properties. Sites of responsibility include the Buffalo Metropolitan Transportation Center (MTC), Niagara Falls Transportation Center (NFTC), Niagara Falls Portage Road Transit Center, Buffalo Operations Control Center (OCC), 1404 Main Street, and other properties under the direction of the Facilities & Property Department. The position requires the incumbent to plan, assign, coordinate, supervise, and administer comprehensive programs for the repair, maintenance, renovation, and remodeling of the facilities and associated grounds mentioned above. The incumbent assigns and reviews the work of skilled, administrative, and other personnel within and outside the immediate work location. The incumbent is required to make decisions to ensure efficient and effective operations. Work is performed under the general supervision of the Manager of Facilities and Property, but considerable independent judgment is exercised in carrying out daily operations.

ESSENTIAL FUNCTIONS:

Facility Maintenance: Supervision of maintenance work entailing general and specialized tasks in building maintenance regarding construction, renovation, modification, and equipment installation. Directs the activities of the maintenance and custodial staff within NFTA facilities. Assigns and participates in building maintenance activities including but not limited to carpentry, masonry, painting, plumbing, electrical, HVAC, and grounds maintenance such as snow plowing and landscaping. Project Coordination: Plans and designs work, estimates time, materials, and costs. Inspects work performed by subordinates to determine completeness, quality, and timeliness. Develops and provides current information regarding facilities maintenance projects. Maintains effective working relationships with contractor representatives and NFTA business centers. Reviews design specifications with departments heads and planners prior to project approval and scheduling. Facility Budgets: Prepares and manages operating expense and capital budgets for designated NFTA properties and transportation centers. Facilitates and leads budget plans for upcoming fiscal year. Reviews and confirms spending per NFTA purchasing guidelines. Retrieves proper approval and authorization for purchase orders. Tracks capital project expenditures. Facilitates project authorization. Tracks and closes completed projects. Reviews monthly financial statements and key item reports within the NFTA asset management system to track revenues and expenses including purchasing invoices, requisitions, purchase orders, and internal personal purchase reconciliation. Code Compliance and Contracts: Ensures compliance with NYS Uniform Fire Prevention and Building code and verifies all work conforms to safety standards. Initiates, monitors, and administers various service contracts including implementation of policies and procedures as related to NFTA operations. • Plans, directs, and coordinates activities and personnel involved in the corrective and preventative maintenance of the infrastructures, utilities services, and grounds. • Establishes and implements work priorities, tracks trends, and reports maintenance and operations performance indicators monthly against goals. • Ensures optimal department inventory supplies. • Develops and implements policies and procedures for staff. • Assists with interviews in the hiring of new personnel, trains and evaluates new personnel. • Works closely with Property Management and helps perform essential functions related to properties. • Experience with asset management system.

KNOWLEDGE, SKILLS and ABILITIES:

Knowledge of standard methods, practices, materials, tools, equipment, codes and regulations pertaining to building, mechanical, electrical, air conditioning and other technical trades. Knowledge of occupational hazards, safety precautions and effective supervisory techniques. Knowledge of principles and procedures of budget preparation and record keeping. Knowledge of office automation, network administration, information processing principles and practices. Experience in a computerized maintenance management system (CMMS). Ability to communicate effectively, both orally and in writing. Ability to plan, schedule, assign, supervise and inspect trades work. Ability to read and work from plans and schematics, follow and deliver oral and written instructions, keep accurate records, and prepare and submit accurate reports. Ability to establish and maintain effective working relationships with contractors, employees, and department heads.

PHYSICAL REQUIREMENTS:

Tasks involve the intermittent performance of physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, or crouching, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).

ENVIRONMENTAL REQUIREMENTS:

Some tasks include working around moving parts, light to moderate weight motor equipment, and materials handling where physical risks are predictable and/or controllable by observance of standard safety precautions.

MINIMUM QUALIFICATIONS:

Associates degree required; Bachelors preferred, in Engineering, Business Administration, or a related field with seven (7) years’ experience in the direct management supervision of skilled maintenance/construction personnel, or an equivalent combination of education, training and experience
