WORK OBJECTIVE:

This is responsible professional and administrative work assisting in directing and coordinating management activities, fiscal operations, and procurement. This position requires extensive knowledge of the Surface Transportation Business Unit, and financial policies and procedures. This position is responsible for administrative and fiscal planning, and operational support, to include formulating budgets, monitoring expenditures, procuring services, supervising fiscal and clerical staff, and developing policy. Incumbent exercises considerable independence, sound judgment and initiative in determining courses of action. Work is performed under minimal supervision of the Director who reviews work for completeness, accuracy, and compliance with established policies. Performance is reviewed through conferences, observations and goals achieved.

ESSENTIAL FUNCTIONS:

The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Supervises and directs the work of the Financial Data Analyst, establishing guidelines and procedures, monitoring work progress and ensuring coordination of activities of Metro Operations staff members. • Participates in developing and monitoring contracts with service providers and other commodity vendors. • Directs and coordinates budget preparation, disbursement of funds, procurements of commodities, revenue collection and financial management following established guidelines, policies, and procedures. • Develops and controls fiscal policy and assists with development of other policies and procedures; performs audits to ensure procedures are in place and followed by staff. • Formulates, presents, monitors, and reports on compliance to expenditure and customer revenue budgets in relation to the goals and utilization of resources. • Manages the cost allocation/product pricing systems; recommends and carries out corrective action when anticipated trends fluctuate due to changing customer needs. • Formulates expenditure and revenue budgets, contract administration, cost accounting and cost allocation monitoring. • Conducts administrative/management analysis, develops reporting and proposals. • Provide data analytics and oversight related to the annual update of the NFTA Transit Asset Management Plan. • Maintain working relations with public transit benchmarking groups (ABBG, GOAL & BOLTS) including annual and periodic data and information reporting as required. • Produce NFTA’s Annual Performance Book encompassing authority wide performance metrics. • Maintain Metro’s employee recognition programs (Metro Excellence and Metro Dashboard) on a quarterly and annual basis.

KNOWLEDGE, SKILLS and ABILITIES:

Extensive knowledge of financial and budgeting principles, practices and procedures. Knowledge of cash flow analysis and revenue projections. Knowledge of Authority policies and procedures. Knowledge of modern office management practices, procedures and equipment. Substantial knowledge of personal computers and popular software packages. Knowledge of principles, methods and practices of municipal finance methods, procedures and records. Ability to plan, direct and supervise personnel in a manner conducive to full performance and high morale. Ability to identify areas where improved performance is desirable and to develop plans for achieving such performance. Ability to establish and maintain effective working relationships with other employees, departments, and the general public.

PHYSICAL REQUIREMENTS:

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

ENVIRONMENTAL REQUIREMENTS:

Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.

MINIMUM QUALIFICATIONS:

A Bachelor’s degree in Public or Business Administration, Accounting, Computer Science, or closely related field and five (5) years’ experience in formulating revenue and expenditure budgets, or an equivalent combination or relevant education, training and experience.
