WORK OBJECTIVE:

This position manages select aviation and metro facilities as well as various properties throughout the NFTA. It is also responsible for organizing, planning, directing, and coordinating the activities of the NFTA’s Property Group.

ESSENTIAL FUNCTIONS:

Aviation facilities: This position manages the facility maintenance staff and outside contractors for the Buffalo Niagara International Airport (BNIA) terminal and the Niagara Falls International Airport (NFIA) as well as the auxiliary buildings that support the airports. The Manager, Facilities and Property, assures the terminals are in good working order by maintaining HVAC, plumbing, electrical systems, egress, building envelope, and responding to operating personnel requests. Metro facilities: This position manages the facility maintenance staff and outside contractors for Metro’s transportation centers, MTC, OCC, NFTC, 1404 Main St, and the light rail rapid transit stations’ public spaces. The Manager, Facilities and Property, assures these buildings are in good working order by maintaining HVAC, plumbing, electrical systems, egress, building envelope, and responding to operating personnel requests. Property Group: This position operates and manages the facility maintenance staff and outside contractors for select properties throughout the NFTA such as; 485 Cayuga, 247 Cayuga, 235 Aero, 175 Aero, and rail road right of ways. The Manager, Facilities and Property, assures these buildings are in good working order by maintaining HVAC, plumbing, electrical systems, egress, building envelope, and responding to tenant requests. Responsibilities also include management of land disposition and acquisition, leases, land inventory, and space allocation. General: • Establish and oversee maintenance objectives, criteria, standards and projects. • Oversee the department’s compliance with policies and procedures. • Develop facility maintenance budgets, long range capital improvement programs and preventive maintenance programs. • Administer union contracts and participate in union contract negotiations and grievance process. • Assure that all work is compliant with safety standards. • Assure compliance with NYS Uniform Fire Prevention and Building code. • Assist the Grants Department in the preparation and execution of grants. • Interact with external agencies to promote and implement NFTA strategies, resolve problems, conflicts, and provide for public improvements. • Review and approve tenant modification applications. • Process, review and approve maintenance contracts, progress payments, change orders, progress reports and control procedures • Develop and maintain effective working relationships with all NFTA departments and business centers. • Negotiate real estate activities and leases. • Oversee the NFTA’s central hardcopy archives and MTC mailroom and reception.

KNOWLEDGE, SKILLS and ABILITIES:

• Knowledge of standard methods, practices, materials, tools, equipment, codes and regulations pertaining to building, mechanical, electrical, air conditioning and other technical trades. • Knowledge of occupational hazards, safety precautions and effective management techniques. • Ability to effectively communicate both verbally and written. • Knowledge of principles and procedures of budget preparation and record keeping. • Experience with the effective use of an enterprise asset management system. • Experience with operating a building management system. • Ability to establish and maintain effective working relationships with contractors, employees and department heads. • Experience with real property contracts and leases. • Ability to deal tactfully and effectively with government officials, employees, tenants, and the general public. • Ability to understand technical documents. • Ability to effectively plan, assign, and direct staff.

PHYSICAL REQUIREMENTS:

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

ENVIRONMENTAL REQUIREMENTS:

Work is performed in usual office conditions with occasional workshop and outdoor environments.

MINIMUM QUALIFICATIONS:

A Bachelor’s degree with five (5) years of experience in building engineering or facility management, including three (3) years of supervisory experience, or an AAS Degree with ten (10) years of experience in building engineering or facility management, including three (3) years of supervisory experience. Any combination of education and experience will be considered.
