WORK OBJECTIVE:

This is a highly responsible supervisory position with delegated administrative duties inherent in coordinating a large and extensive bus maintenance, facilities and repair program. Primary duties involve coordinating and supervising, through intermediate level supervisors, a broad extensive maintenance and repair program. Duties also include performing all delegated administrative activities involving such areas as developing an action register to establish goals and objectives, developing and monitoring maintenance and repair schedules as well as assisting in the evaluation of existing service levels together with making recommendations relative to service level improvements. Responsibilities include coordinating productivity studies and improvement efforts and performing special analyses to monitor and evaluate equipment performance, equipment utilization and operations. Duties are performed under the general supervision of the Manager, Bus Maintenance and Equipment who reviews performance through periodic conferences and analysis of program effectiveness.

ESSENTIAL FUNCTIONS:

The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Supervises and coordinates the operational aspects of a large and extensive bus maintenance and repair program. • Interfaces with other departments (e.g., other Metro Managers, Engineering, Accounting, Procurement, Management Services, Service Planning, Human Resources). • Assists in the development and implementation of comprehensive maintenance programs, including work standards, to govern work performed at the shops and garages, and assures compliance with such programs. • Develops strategies to assure that Metro’s bus fleet is positioned to most effectively meet new and emerging service needs, and so that technological advancements are identified and incorporated where appropriate. • Reviews all reports to monitor equipment performance and operations of the Bus Maintenance Department. • Gathers data and conducts special reports as directed. • Advises the Manager, Bus Maintenance and Equipment of any significant exceptions to plans and standards and recommends alternative solutions for correction. • Develops, coordinates and monitors maintenance and repair scheduling. • Performs various delegated administrative activities and develops required narratives relative to equipment condition. • Participates in labor contract negotiations and personnel administration (e.g., sets work standards; identifies training needs; resolves personnel issues). • Develops and assures compliance with the department’s operating and capital budgets. • Performs additional duties and tasks as assigned.

KNOWLEDGE, SKILLS and ABILITIES:

Thorough knowledge of applicable policies and procedures (e.g., operating and safety rules and regulations, maintenance programs and procedures, governmental regulations, labor agreements). Knowledge of modern techniques, methods, procedures and practices of all phases of bus management. Knowledge of recent developments and sources of information in the field of bus maintenance planning. Knowledge of cost and billing procedures used in vehicle control. Knowledge of all phases of driving and safe working practices. Knowledge of the capabilities, care, and limitations of all types of light and heavy fleet equipment. Knowledge of automated equipment management information processing systems. Ability to plan, direct, assign, instruct, review and evaluate personnel. Ability to present programs and ideas clearly and concisely, orally and in writing. Ability to establish and maintain effective working relationships with subordinates, superiors, and the public.

PHYSICAL REQUIREMENTS:

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

ENVIRONMENTAL REQUIREMENTS:

Work is performed in usual office conditions and Bus Maintenance facilities with occasional exposure to disagreeable environmental factors.

MINIMUM QUALIFICATIONS:

A Bachelor’s degree in Mechanical/Electrical Technology, Business Administration or a related field and ten (10) years experience in the operation of a large bus maintenance facility, or an equivalent combination of education, training and experience.
