WORK OBJECTIVE:

This position performs various financial related tasks to support Airport Management including assistance with monthly/quarterly/annual financial and regulatory reporting, operational/capital budget preparation and monitoring, calculation of airline tariffs, assistance in preparation of grant applications, calculation of airline tariffs, coordination of procurements, and monitoring contractual compliance of parking operators, fixed based operators, and concessionaires. Work is performed under the general direction of the Manager. Duties are performed with independence requiring the exercise of discretion, sound judgment and initiative. Work is reviewed through conversation, observation, analysis of reports and recommendations and results achieved.

ESSENTIAL FUNCTIONS:

The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Supervises Ground Transportation, including but not limited to, issuing Permits, collection of fees, verify compliance with regulations, and assistance in maintaining and developing Ground Transportation Regulations. • Performs monthly/quarterly/annual reporting of financial/operational results for internal and external purposes. • Provides assistance with the preparation and monitoring of departmental operational and capital budgets. • Interacts extensively with NFTA Support Departments and airport administrative and departmental staff to accomplish tasks. • Coordinates procurements in accordance with corporate guidelines. • Provides review and technical support related to payroll, accounts payable, billings, grants and capital funding issues impacting the airport. • Communicates with airlines and concessionaires regarding contract issues. • Performs operational/financial audits or reviews of concessionaire operations related to contractual requirements. • Conducts review of operational and capital expenditures compared to budgets or previous year results. • Provides financial support for airport administration and airport department management including assistance with special projects, requests for proposals, bid analysis, staffing requirements, etc. • Performs cost benefit analysis. • Analyzes reports for accuracy/completeness and provides recommendations for improvements. • Performs additional duties and tasks as required.

KNOWLEDGE, SKILLS and ABILITIES:

Knowledge of accounting principles and procedures. Knowledge of Authority organization and operations. Knowledge of budget preparation and administration. Knowledge of computerized financial management, accounting, budget, and data processing systems. Ability to analyze and interpret fiscal and accounting records and prepare accurate and complete financial statements. Ability to prepare and submit clear, complete and concise reports. Ability to establish and maintain effective working relationships. Ability to communicate effectively orally and in writing. Must possess working knowledge in Basic Microsoft Word, Basic Microsoft Excel and Microsoft Access software.

PHYSICAL REQUIREMENTS:

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

ENVIRONMENTAL REQUIREMENTS:

Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.

MINIMUM QUALIFICATIONS:

A Bachelor's degree in Finance, Accounting, Business Administration or related field and two (2) years of direct experience in Finance, or an equivalent combination of education, training and experience. Passing qualifying skills tests may be required.
