WORK OBJECTIVE:

Coordinates all maintenance projects within the Metro Rail system’s rail cars. This is responsible technical and administrative work with supervisory responsibilities for a multi-disciplined staff. Duties include the scheduling of work, prioritization of work assignments, quality control and executing and maintaining a comprehensive preventative maintenance program. Additional duties include the utilization and accurate maintenance of data and assuring that all assigned rail cars and equipment are properly serviced, maintained and accounted. Work requires the exercise of a considerable amount of independent judgment and initiative under the general supervision of the Manager, Operations.

ESSENTIAL FUNCTIONS:

The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Plans, directs, coordinates and supervises the activities of personnel engaged in the various functions of the Rail Maintenance programs which includes rail car maintenance, replacement and remanufacturing, body shop, parts ordering, purchasing and inventory. • Develops and implements program practices and procedures for the Rail Car Maintenance Department. • Directs and participates in the selection, placement, promotion, training, development, safety, discipline, and appraisal of personnel. • Directs the preparation of the budget of the Rail Car Maintenance Department and makes procedural and operational recommendations to the Manager, Operations. • Coordinates work activities and programs of the Rail Car Maintenance Department with other programs and projects, i.e., engineering capital projects, safety department initiatives. • Supervises and participates in safety and training programs. • Prepares specifications for new equipment and for major modifications of existing equipment. Prepares reports on efficient and proper use of equipment and makes other reports as required. • Establishes and maintains effective working relationships with subordinates, superiors and other departments. • Assists in preparing union labor agreements and participates in union labor contract negotiations. • Perform additional duties and tasks as assigned

KNOWLEDGE, SKILLS and ABILITIES:

Knowledge of modern techniques, methods, procedures, principles, and practices of all phases of efficient rail vehicle maintenance. Knowledge of specification writing. Knowledge of recent developments and sources of information in the field of rail vehicle planning. Knowledge of modern office practices, procedures, and equipment. Knowledge of cost and billing procedures used in vehicle control. Knowledge of all phases of driving and safe working practices. Knowledge of the capabilities, care, and limitations of all types of rail car vehicles and equipment. Knowledge and interpretation of labor contracts. Ability to plan, direct, assign, instruct, review and evaluate personnel. Ability to present programs and ideas clearly and concisely, orally and in writing. Ability to establish and maintain effective working relationships with subordinates, superiors, and the public. Ability to operate a computer including word processing spreadsheet and database software applications.

PHYSICAL REQUIREMENTS:

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

ENVIRONMENTAL REQUIREMENTS:

Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.

MINIMUM QUALIFICATIONS:

A Bachelor’s degree in Engineering, Business Administration or a related field and five (5) years’ experience in the operation of a large rail car and equipment facility, or an equivalent combination of education, training and experience.
