WORK OBJECTIVE:

This position is responsible for supervising the design department in the development of contract plans and specifications for all NFTA capital projects. Work is performed under the supervision of the Director of Engineering & Property and is evaluated through observation, conferences, reports and evaluation of results achieved.

ESSENTIAL FUNCTIONS:

The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Establishes design objectives, designs criteria and standards governing the design; preparation of engineer’s cost estimates, supplements, change orders. • Leads in the procurement and management of consultants contracted for design services. • Assist in the preparation of yearly capital and planning budgets. • Communicates with the FTA and FAA on project status and budgets. • Assists the Grants Department in the preparation and execution of grants. • Selects the necessary engineering staff and consultants required to accomplish tasks within the engineering guidelines and monitors and participates in the progress of same. • Provides technical direction, supervision and participation in the preparation of conceptual plans and presentation drawings, engineering reports and studies. • Responsible for code compliance, safety, shop drawing reviews, preparation of design revisions to reflect differing field conditions, assistance in semi-annual facility condition inspection surveys, and review of tenant and/or private development plans and specifications. • Conducting meetings with contractors, consultants and staff. • Participating in labor negotiations, grievance response, and personnel administration. • Lead member of Consultant Selection and Negotiation Team. • Assists in construction monitoring activities as directed. • Developing and maintaining effective working relationships with all NFTA departments and business centers. • Perform additional duties and tasks as assigned

KNOWLEDGE, SKILLS and ABILITIES:

Thorough knowledge of engineering and architectural principles and terminology, materials and methods of engineering and construction; current engineering and architectural principles and practices applied in the planning, design and construction of buildings, runways, railways and other projects; and principles of supervision. Ability to design difficult engineering/architectural projects. Ability to plan projects, make accurate estimates, and inspect work for compliance with plans and specifications. Ability to use advanced computer skills and modeling practices. Ability to prepare budgets and construction estimates for projects. Ability to prepare reports and present programs and ideas in both written and oral form. Ability to establish and maintain effective working relationships with state and federal regulators, contractors, engineers, employees, and others and deal with public relations problems effectively, courteously, and tactfully. Ability to negotiate with consultants and contractors. Experience with Federal Transportation Administration (FTA) and Federal Aviation Administration (FAA) circulars and grant process are a plus.

PHYSICAL REQUIREMENTS:

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

ENVIRONMENTAL REQUIREMENTS:

Work is primarily performed in usual office conditions with rare exposure to disagreeable environmental factors.

MINIMUM QUALIFICATIONS:

A Bachelor of Science degree in Engineering and/or Architectural and more than ten years of responsible engineering design experience, at least four of which must have been in a supervisory capacity, or an equivalent combination of education, training, and experience. New York State Professional License is preferred. Well-developed communication, decision-making and team working skills are essential. Proficiency is required in MS Word, Excel, MS Project as well as knowledge of Auto-Cad. Experience in Light Rail Transit and Airports is preferred.
