WORK OBJECTIVE:

This position performs highly responsible and confidential administrative work under the direction of the Manager of Equal Employment Opportunity/Diversity Development, ensuring the Authority’s compliance with all aspects of the Disadvantaged Business Enterprise (DBE)/Airport Concession Disadvantaged Enterprise (ACDBE) Program. This position is also responsible for reviewing, processing and making an eligibility determination of DBE/ACDBE applications as set forth by the Department of Transportation. In addition, this position works closely with Engineering, Grants Departments and Airport Administration as it relates to the DBE/ACDBE Program. This position will also assist the Manager with confidential information regarding EEO and harassment claims.

ESSENTIAL FUNCTIONS:

The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Monitors the DBE/ACDBE program in accordance with federal regulations. • Assists the Manager with development of DBE/ACDBE goals. • Process applications and prepares comprehensive written evaluations of applicants’ compliance with DBE/ACDBE certification eligibility criteria and make recommendations to grant or deny certification. • Conducts desk audits, visits field locations, and assist the Manager with investigating complaints including but not limited to, DBE/ACDBE program, harassment and discrimination. • Performs on site monitoring and provide written reports of all DBE projects and ACDBE concessionaries. • Assist the Manager with completing DBE/ACDBE reporting. • Participate in monthly conference calls with Unified Certification Program (UCP) partners. • Attend pre-proposal meetings and explain Executive Order 187 responsibilities, DBE requirements and participation goals. • Establishes and maintains effective working relationships with DBE’s, Federal, State, local agencies, civic, non-profit, and community groups in the implementation of various components of the DBE/ACDBE Program. • Provides technical assistance to applicable departments in complying with Department of Transportation (DOT) DBE regulations. May also have a direct input/advisory role to the Executive Director on matters associated with DBE/ACDBE programs, if necessary. • May provide direction to EEO Administrative Assistant on DBE/ACDBE related matters in the absence of the Manager. • Performs additional duties and tasks as assigned.

KNOWLEDGE, SKILLS and ABILITIES:

Knowledge of the legal basis for affirmative action and equal opportunity programs. Ability to organize and analyze facts, and communicate effectively both verbally and in writing. Ability to interpret Federal regulations in complex, sensitive or new situations, exercise judgment and discretion in the review of submitted documentation and when monitoring projects and concessionaires.

PHYSICAL REQUIREMENTS:

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

ENVIRONMENTAL REQUIREMENTS:

Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.

MINIMUM QUALIFICATIONS:

Bachelor’s degree and two years’ experience working on affirmative action programs, diversity development, human resources or an equivalent combination of education and experience. A valid New York State driver’s license as use of personal automobile may be required and must be able to obtain airport clearance. Must be skilled in the use of Microsoft office.
