WORK OBJECTIVE:

This position provides highly independent secretarial and administrative work to employees at all levels regarding human resources matters. The employee performs technical and clerical duties involving the interpretation and application of policies and procedures. Duties may involve specialized work in one or more of the primary functional areas of human resources, and include the maintenance of accurate personnel records systems. Work is performed with considerable independent judgment and initiative under the supervision of the Director and is reviewed through conference, reports and observation of results achieved

ESSENTIAL FUNCTIONS:

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Coordinates the maintenance and administration of the overall employee payroll database, e.g., new hires, adjustments, terminations. • Provides service and support to employees at all levels of human resources related matters. • Coordinates and administers various employee programs as directed. • Assists in the development of short and long-term goals and programs to include gathering and interpreting data, and preparing data for studies, reports and recommendations. • Responds to routine general inquiries from other agencies, employees, applicants, and the general public, e.g., verification of employment, benefits, policies, procedures, and services. • Maintains confidential files and records. • Composes routine letters and notices. • Compiles monthly statistics. • Accepts employment applications and maintains records of same. • Maintains log of open positions. • Assists in process and administration of all Unemployment Claims, DBL, etc. • Provides support with benefits administration to include claims resolution, change reporting and approval of invoices for payment. • Performs additional duties and tasks as required.

KNOWLEDGE, SKILLS and ABILITIES:

Knowledge of standard principles, practices, methods, and techniques of human resources administration. Knowledge of automated record-keeping systems. Ability to express oneself clearly both orally and in writing. Ability to make arithmetic computations with speed and accuracy, and to perform filing, posting, and other clerical and technical work. Ability to type with reasonable speed and accuracy and use a personal computer. Above average Microsoft Office skills (Word, Excel, PowerPoint, Access). Ability to interpret and apply policies and procedures correctly. Ability to establish and maintain effective working relationships with employees and the public, and to deal with employee relations’ problems effectively and courteously. Ability to accurately complete detailed paperwork and computations. Ability to work under pressure and with time sensitive deadlines.

PHYSICAL REQUIREMENTS:

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

ENVIRONMENTAL REQUIREMENTS:

Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.

MINIMUM QUALIFICATIONS:

A High School Diploma/GED, and three (3) years responsible experience in human resources administration; prefer certified Human Resources Professional with college level course work in business, public, or human resources administration; or an equivalent combination of education, training and experience.
