WORK OBJECTIVE:

This is a fast-paced, high level professional position overseeing and conducting a wide range of long and short-term transit planning activities. An employee in this class organizes, directs, plans and coordinates projects and employees involved in providing planning activities. Work is intended to be focused on the development of the Bailey Avenue Bus Rapid Transit project, with a focus on community engagement. Work is performed with considerable independence under the general supervision of the Manager and work is reviewed through observation of results obtained, conferences and periodic reports or evaluations.

ESSENTIAL FUNCTIONS:

The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Manages projects, in particular the Bailey Avenue Bus Rapid Transit project, with consultants independently including keeping planning projects on budget and schedule. • Develops and implements proposals for transit system service improvements and modification; develops effectiveness and efficiency measures to accomplish strategic goals; ensures compliance with federal and state requirements and contract provisions. • Directs, recommends, and implements community engagement and outreach that informs transit planning, services, programs, and initiatives. • Develops, recommends and implements communication strategies for promoting and publicizing transit services and programs. • Directs the analysis of service using ridership, operational, demographic information in order to maximize transit service efficiency. • Represents the authority independently at meetings with stakeholders and in the community, representing Metro’s interests. • Participate in planning and implementation of regional infrastructure projects, as appropriate, and provide recommendations to regional partners and right-of-way owners on improving conditions for transit riders and transit operations. • Conducts studies, analyzes information, and makes sound conclusions and recommendations regarding transit service planning issues and problems. • Keeps abreast of federal, state and local legislative changes that may affect local transportation agencies. • Prepares and presents comprehensive oral and written reports. • Establishes and maintains positive working relationships with departments, governmental and regulatory agencies, and the community. • Performs additional duties and tasks as assigned.

KNOWLEDGE, SKILLS and ABILITIES:

Knowledge of transit system operations including transportation planning principles, transit scheduling and assignment of personnel and equipment, field supervision, and preparation of routes and schedules. Strong writing and oral presentation skills. Knowledge of computerized data systems including GIS as well as intermediate computer word processing and spreadsheet skills. Knowledge of best practices in multimodal transportation planning and design. Ability to read, interpret, develop and communicate information related to bus routes and schedules. Ability to perform basic mathematical calculations. Ability to establish and maintain effective working relationships with passengers, co-workers, and the general public. Ability to respond effectively and make sound decisions in unplanned and emergency situations.

PHYSICAL REQUIREMENTS:

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

ENVIRONMENTAL REQUIREMENTS:

Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.

MINIMUM QUALIFICATIONS:

A Bachelor’s degree in public administration, geography, urban planning, transportation planning or related field and five (5) years of progressively responsible experience in transit planning, or an equivalent combination of education, training and experience. Master’s degree in the aforementioned fields strongly preferred.
